Why is this article investigated?

I am not sure why this article is under investigation for potential copyright issue and why the editor CAWylie who initiated the procedure did not investigate further before deciding. 1/ The news site www.hri.org is an old and established news site. The copyright status of www.hri.org material is this, "Any material collected and archived on the HR-Net site can be used for educational or non-profit purposes and without explicit permission. Acknowlegdment of HR-Net as the source of information is certainly desired." 2/ The Dulicate Detector Report highlights two sentences and then words that are inevitable since they describe the status of Nikolaos Martis. 3/ The editor CAWylie could have questioned those sentences rather than delete the entire article. Please do not remove copyright violation templates from articles. Placing a note on the talk page is a good idea if you think the template is wrong, but the template says on it, plainly, "Do not restore or edit the blanked content on this page until the issue is resolved by an administrator, copyright clerk or OTRS agent."
