Unclear statement about the wording on the memorial plaque

The object of my concern is this sentence: <<In September 2007, the Omagh Council's proposed wording on a memorial plaque — "dissident republican car bomb" — brought it into conflict with several of the victims' families. Michael Gallagher has stated that "there can be no ambiguity over what happened on 15 August 1998, and no dancing around words can distract from the truth.>>

What strikes me is that if you want to explain what made the victims' families so angry at the wording, well, what's written just above here won't help anyone in the understanding of this argument.

If you leave that sentence ("dissident republican car bomb") alone, people will most probably wonder why the victims' families were against it! In fact, the sentence cannot be taken out of contest: you should explain that the sentence was reported in inverted commas so that it would appear as a quote, and the quote is actually attributed to the Omagh Support and Self Help Group, it's well written on the plaque!

That's why those families strongly disagreed with the Council's proposal: it clearly showed that the Council itself would not admit that the "dissident republican car bomb" was common knowledge, and would rather treat it as a quote made by some organisation whatsoever...

If you don't add these important details to your explanation, I think very few people would understand what you're trying to explain and may get quite confused.

I'm certain they will have to get through the entire article regarding that dispute (which you of course provided a link to), and finally understand the entire plot that was behind it.

I'm telling you about this because I had to take the same step myself, and only after reading the article I finally got what you were trying to say. I'm bilingual (I'm half Scottish) so there's no 'language barrier' excluding me from understanding what you wrote here. I'd like you to discuss over this issue, albeit I'll acknowledge it is just a humble opinion of mine, and of course there's nothing 'political' or 'religious' behind it, I shouldn't even have the need to mention this. It's just for any reader's help, it's about plain information, that's why I told you about it.
