I have rewritten all the information in my own words. Words are not copyrighted. Information is not copyrighted. Someone should look at this objectively. The censoring of this article is getting to the point of ridiculous. Water is called water. Water Treatment is called water treatment. None of the terms used are copyright. Sentences have all been changed and the layout is completely different. What is it that considered copuright on this new version? You don't like the wording feel free to reword but don't censor the information.
Version comparison
editI think I'm pretty impartial and objective. There are two problems here: First, this article has already been deleted three times as a copyright violation (and by three different administrators). If you contest the deletion, follow the process, please don't just repost the same content. I already placed a link to the process for deletion review on your talk page. Second, I compared the two versions - out of 148 words there's only 15 words of difference. The Wikipedia article even follows the same structure, paragraph by paragraph, of the OCWA article on the government website. Even if you did totally rewrite the information in your own words, it looks like a copyright violation. At this point, please stop reposting, the current CSD is not for copyvio - it is for reposting deleted material. Brian 18:50, 27 July 2006 (UTC)btball
Corrected several errors

Nice Job Cleaning up the Article

- Make sure that you reference what you add and be sure to be careful about bias. Even a properly referenced fact can be presented in an unacceptably slanted way. Facts, without interpretation (or insinuation)—that's what you want. Also, try to balance such facts with counter-facts where available. OzLawyer 11:47, 28 July 2006 (UTC)
