What does this mean?
editHere is the opening sentence of the article:
“In rail transport in Europe, an open-access operator is a train operating company that takes full commercial risk, running on infrastructure owned by a third party and buying paths on a chosen route and in countries where rail services run under franchises are not subject to franchising.”
This sentence needs to be seriously proofread and revised because as it stands now it isn’t clear what it is saying. User2346 (talk) 02:43, 24 October 2021 (UTC)
