I've removed again Giuseppe Macario from the list of recipients, per RfA he's not notable, furthermore the source "islasvirgenes.consuladospanama.org" in which he's listed both as "Cónsul honorario Islas Vírgenes" and "miembro de la Asamblea Nacional en 2009" is not listed on Panama Ministry of Foreign affairs official site (mire.gob.pa) nor Macario is mentioned in Asamblea Nacional archives.
