Keep in mind that the purpose of a disambiguation page is to help users quickly navigate to the article they are seeking. Here are the issues I see with this page:

• The current People section does not list people who are typically referred to as only "Oropesa", like the way William Shakespeare is referred to as Shakespeare. According to the consensus guideline at MOS:DABNAME, "For short lists of name holders, new sections of Persons with the surname Xxxx... can be added below the main disambiguation list". I believe the reason for this is because things that truly are referred to by the sole ambiguous term (Oropesa) are more likely to be the intended target, so it would be quicker for a user to start with those entries. Of course, guideline rules can be broken, but what is exceptional about this case to warrant breaking the rules? How does listing people with the surname Oropesa first improve wikipedia?
• Francisco de Toledo, Count of Oropesa appears to be a partial title match, and as such should not be listed since it is an extraneous link that a user would have to sort through to find the desired use of "Oropesa". Since this is a shorter page, it's understandable that a PTM could be added to the "See also" section - like the way Prince Harry is listed at Wales (disambiguation). What is unique about this entry that it should be included with the other people?
• Having subsections for countries underneath places seems like a minor point. Since there are only two in each country, I don't see it as being particularly helpful, but I also don't think it hurts. On a side note, I don't like how both Oropesa District, Antabamba and Oropesa District, Quispicanchi are piped under the same term, "Oropesa District". Since those are the blue links to be clicked, I think we should distinguish them.
• Including Oropesa District (disambiguation) appears to be an incomplete disambiguation. Both entries are listed in the Places section, so Oropesa District (disambiguation) should redirect to Oropesa#Places.

The rest of the entries here are not ambiguous with "Oropesa District", so the other dab helps readers seeking "Oropesa District"; it's not an incomplete disambiguation (e.g., "Oropesa (district)"). Hello HH, the mentioned count is being referred to in articles as 'Oropesa', and is therefore not a partial match. That in turn justifies the use of a 'people' section, instead of a 'people with surname section', which would not allow for the inclusion of that count. All other stuff is merely arranged on an alphabetical basis, in order to keep it tidy. To my knowledge nothing is in violation with the disambiguation guidelines, and if you feel there is, feel free to point it out. --Midas02 (talk) 19:24, 17 December 2014 (UTC)

Thanks both of you for your responses. JHunterJ, now that I see Jefferson City (disambiguation) on Jefferson (disambiguation) I have come to agree with you. And I also agree with your coding suggestion for sub-sections if they must stay. Midas, if the count is actually being referred to as 'Oropesa' I would expect to see [[Francisco de Toledo|Oropesa]] (or one of the redirects piped under 'Oropesa') in at least some of the articles that link to Francisco de Toledo. However, I've gone through them all and can't find one. To the contrary, most of the links are coded as [[Francisco de Toledo]] or [[Francisco de Toledo, Count of Oropesa]]. That doesn't mean that 'Oropesa' isn't used in non-linking text, so would you be able to point to an example article that refers to him by the single word 'Oropesa'?
