Notability?

In addition to there not being any cites (first noted almost 3 years ago), and still being a stub after the same length of time, I have to question the Notability of this individual. The article reads like a obituary, particularly one published in a church newsletter. I am sure his life was important to his family, friends, and flock, but what did he do that was notable to the larger Wikipedia audience?

Added notability tag. If no improvement is made to the article in a reasonable period of time, I will propose for deletion.
