Article XXXI clause 7 states: "Neither side shall initiate or take any step that will change the status of the West Bank and the Gaza Strip pending the outcome of the permanent status negotiations."
I believe it is largely understood to mean that any unilateral attempt to resolve the conflict through legal means, outside of negotiations is illegal? It comes up when discussing the international recognition of the State of Palestine.
