This points to German nuclear weapons program. In those years, "From at least 1940 to early 1942", it is very optimistic to speak of "energy project". The German article Uranproject, speaks of the "Arbeitsgemeinschaft für Kernphysik" (Working group for nuclear physics), which could be used instead of German nuclear energy project.
