Context problems

The text in the {{context}} notice is still quite relevant. To quote, "The introduction to this article provides insufficient context for those unfamiliar with the subject matter." It's all acronyms...mowhere in the intro (or anywhere at all in the article) is one able to learn what this "ICT" thing is that you keep mentioning. DMacks 23:24, 11 January 2007 (UTC)
