This is not correct. Pacey/pacy/pace, depending on spelling { due to variances in spelling at that time because of lack of literacy) came to England in the 11th century along with William the Conqueror in 1066 A.D. They were considered royalty at that time and still have the coat of arms to prove it (with a purple background signifying royalty). The Pacys settled in Lincoln, England where even to this day you can find their largest proliferance, although, the surname is still quite rare.
