• The Japanese wikipedia article's sourcing doesn't show any particular evidence of notability
• Available English sourcing definitely doesn't
• Full diocesan bishops tend to be treated as presumptively notable even with limited sourcing at AFD. He, however, was titular bishop of Fata, and auxiliary bishop of Tokyo under the archbishop of Tokyo (see WP:NCATHOLIC)
