I find: "The western terminus of the route was at Interstate 70, U.S. Route 22, and U.S. Route 30 in Pittsburgh."
This is apparently an old alignment of I-70, which (eastbound) was to have left present I-70 at Washington, PA and used what is now I-79, I-376, I-76 to get to New Stanton. I-70 does not pass through Pittsburgh anymore, instead using what used to be I-70S.
