What you've provided here isn't in accord with IPA, but the transcription in the text itself is plausible. It's not a very good approximation of the French pronunciation, but a reasonable one of how persillade would be pronounced in English. There are, however, some complications concerning the final vowel. In British and Canadian English (and perhaps elsewhere in the Commonwealth; I don't know), the usual strategy in adopting foreign words is to replace their low vowel (typically IPA: [a], more or less) with the English front low vowel /æ/.
