No, there should not always be a primary persona
The article states: " For each product, more than one persona is usually created, but one persona should always be the primary focus for the design".
Let's say I'm developing a piece of software for administration in a company. In the adminsistration there are many people working, but with very different background and skills. Some have been there for ages, are not comfortable with computers, every small change to the software creates confusuion and frustration, would like the new system to be as close to the old one. The other persona is a much younger person who recently graduated, who is tech savvy, who knows spreadsheets better than a calculator etc. These two persona are equally important in the design process.
