Lighthouse

I edited this part because it's not how the word is used here. I know "phare" can mean lighthouse in French but here it's not the case, probably the journalist that wrote this thing (and it ended here on wikipedia) has a limited understanding of the French language (won't be the first time, even respectable newspapers like the Washington Post have made translating mistakes in the past).

It is true that Phare, in the first place indeed translates as "lighthouse" when used alone yet it is also by extension the lights of a car (or trucks) or any vehicle. In essence, phare can just something that catch the attention among its peers up to the point to be an example or a model, something instantly noticable. Considering this tower is not a lighthouse this is the meaning employed here. You have a complete lists of the definitions of this word.
