Leland was a member of the Massachusetts State senate, He was the President of the Massachusetts State Senate. It is enough to be a Massachusetts state Senator to be Notable. Being the President of the Massachusetts State Senate Senate should suffice as this is a statewide office. A major sub-national level (US state) office

WP:POLOUTCOMES: Elected and appointed political figures at the national cabinet level are generally regarded as notable, as are usually those at the major sub-national level (US state, Canadian province, Japanese prefecture, etc.)

The criterion does apply if the claim of significance or importance given is not credible. If the claim's credibility is unclear, you can improve the article yourself, propose deletion, or list the article at articles for deletion.
