I've flagged this one for expert attention, as it needs some amplification. The introductory paragraph especially is a bit disjointed. It's not clear from the wording whether there are two semipermanent cyclones, or several which occur throughout the year. Looking elsewhere in Wikipedia, it's made clear that "cyclone" is itself rather a vague term. This issue needs some fleshing out by an expert.

Since 10 months has gone by with no comment, I'll comment. I support merger of the two articles. The problem is, polar vortex is the more common term, so the polar cyclone article contents would need to be dumped into polar vortex, not vice versa. A web search should verify this easy enough.
