"Diploma mill"?

PBC has long been authorized by the U.S. Department of Homeland Security (formerly the Immigration and Naturalization Service) to accept international students and issue the I-20 forms for the purpose of F-1 visa. In order to be able to do this, the college has to be a legitimate institution that offers a full-time, on-campus program.

Anyway, I used to attend City Bible Church back in the late 1990s and PBC has an actual campus with dedicated buildings next to the church's Fremont/Rocky Butte main location.

As far as I know, PBC has long existed without getting into any trouble with the state or federal government.

North Portland Bible College

NPBC is indeed unrelated to PBC. The North Portland Bible College is associated with the historical African-American churches of North Portland, and has no relation to the Ministers Fellowship International. NPBC, while itself is not accredited, maintains articulation with Warner Pacific College and Multnomah University, so credits are accepted for transfer to either of those accredited institutions. http://www.npbc.education/faq
