- Support per WP:OVERPRECISION and WP:CONCISE. This simply reverts an undiscussed page move from 2017. There is no other article using the short title. - Oppose. Embarrassingly US govt. centric. Eg http://www.bmb.gov.ph/elibrary/mainmenu-policies-52359/presidential-proclamation. - Oppose. Another case where I came to close the discussion but was sufficiently opinionated to contribute rather than administrate. I'm in agreement with those who observe that a) the US is not the only government with a President and b) assuming people should understand President means United States just smacks of "this is OUR encyclopedia, not the world's". I'm of the opinion that the best option is "United States presidential proclamation" ... lower-casing 'presidential' is consistent with the lower-casing used in the article body.
