I don't know if "Pyongan" is the best spelling for this article. Wikipedia:Naming conventions (Korean) ideally should govern what we do here, but it doesn't seem to for historical places. There are plenty of Joseon- and Goryeo-related articles that use Revised Romanization of Korean for historical placenames; my suspicion is that's what we should use as well.
