Section "Criticism" uses the wrong meaning of the word

In wikipedia, a "criticism" section should be a NPOV summary of how a work or concept is received by expert commentators in the field, per definition 2 of the Cambridge dictionary "the act of giving your opinion or judgment about the good or bad qualities of something or someone, especially books, films, etc."[1].

The "criticism" section of this article is instead definition 1: "the act of saying that something or someone is bad".

This section is biased, under-referenced and reads like an opinion piece rather than an encyclopedic article. This section needs to be rewritten to give cited, attributed opinions as to why "quotaism" is a good thing or a bad thing. With so many examples of quotaism in action given, someone somewhere must have a good word to say about this.

Wikipedia will be better without this section as it currently is, if improvewments to not occur I suggest it is simply removed.
