Howard
editAre you sure about Howard setting up the Garden Cities for white people? Segregated communities
edit"Racially segregated neighborhoods have been associated with having low academic achievement rates". If true, this means that the both the white and the black neighborhoods have low achievement (the implication being that achievement is best in mixed neighborhoods). Is this what is meant? If not, it should be changed.
