editOne criterion is about whether The person's research has made significant impact in their scholarly discipline, broadly construed, as demonstrated by independent reliable sources. In fact, 1.a) talks about if the academic has been an author of highly cited academic work.
Well, you can check on Google Scholar that Rajini Rao has an h-index of 48. This, in the field of Biology.
If you take a look at this study by Anna Samoilenko & Taha Yasseri,The distorted mirror of Wikipedia: a quantitative analysis of Wikipedia coverage of academics, back when it was published only 36% of Biologists (academics) with an article in WP:EN had an h-index over the mean of their field that, at the moment, was 22. So, well, I'm quite sure in 7 it has not doubled, and even so professor Rajini Rao would be over the mean and deserve to hare an article.
