Rational rank reversals?

The section "Are rank reversals always undesirable?" says that they are consistent with rationality. But conventionally, rationality by definition precludes rank reversals by a given person. Rank reversals by individuals occur empirically, but as far as I know no one calls them "rational" -- instead, people use their existence as empirical evidence against rationality.

One source of lack of clarity in the article is that it mixes together rank reversals when we switch from one choice method to another (disagreement between methods) and rank reversals when e.g. irrelevant alternatives are introduced (irrational rank reversals in an individual's preferences).
