Rehman Malik Education

If rehman Malik is a PhD in criminology .... why in the world did he have to start a job as a grade 13 or 14 officer in the FIA and "climb" to the top ???? If rehman Malik is a gold medal in statistics, why in the world did he have to go for a clerical level job as a babuu/clerk in FIA ... a job which any BA 2nd division can get. If he is a Phd, why isn't he Dr. Rehman Malik ????
