This seems like a good page with good information, but we need more details on how types of remote racking systems.
What is "racking a breaker"?

Why so dangerous?
editWhy is "racking a breaker" so dangerous, that it is safer to do it remotely? (USA averages something like four flash-arc accidents per day, approximately one per day of which kills someone.) Obviously they do it "live" sometimes, to avoid interrupting other services. But the breaker is open, so there should be no short circuit to start up the arc. What actually goes wrong??
