I came across this article from a link on Wikipedia's main page, but it's very hard to understand if you don't already know most of the Polish geography and history of the period. Could someone provide more details (e.g. Wielpolski/Ostrow's location and the body which ordered disarming militias) for those not already immersed in the subject?
