It seems to indicate that the Incumbant is retiring.
Suburban Toronto?
The section labeled suburban Toronto seems to be mislabeled. Generally, the suburbs of Toronto are considered the 905 belt (occasionally with eastern Scarborough added in). The areas covered by that section are part of the urban Toronto amalgam and generally refered to as Uptown Toronto.
