When Miles first enters the racquetball court, he sees Bashir performing exercises. Just before Bashir notices Miles, Bashirs right arm is outstretched towards Miles, with his palm facing Miles, and with all fingers on his hand extended. At this point, there is a cut to a view of Miles from behind Bashir, where Bashir now is giving Miles the two finger salute. Considering the actors are Irish and English, the intended meaning (for brits, irish, and auzies) is probably the insult - see [[1]], for example.
