I have no idea if the information presented here is correct, but I must take exception to the style.An encyclopedia article should have a certain timeless element. How will this article read in twenty years time? RBC was in which administration? When was he appointed? When did he say what he said?

This was clearly written by the subject or a P.R. person. All of the substantive material was provided by two users, Rsw1022 and Hoveros, both accounts solely worked on Robert B. Charles's page and then deleted their accounts.
The writing is entirely self-promoting and about an unimportant person not worthy of a page. There is a clear bias towards celebrating his own work.
