Please note that the links to the report and to the 40 background papers are now broken; it just directs to the Health Canada home page. They claim that they will be setting up a new archive; if they do so, on-line copies will again be available. (A few are in other sites, but the main mirror has been taken down.)

As one alternative, those wanting to find these papers - and they are worth reading - can see published (in slightly revised) versions in 3 volumes.
