Good catch. Yes, it is a concept by the Jet Propulsion Laboratory submitted to the NASA Planetary Science Decadal Survey for the New Frontiers program. Authors Thomas R. Spilker, Reta Beebe, D. Atkinson, etc. authored both proposals. Nearly identical objectives, same payloads (Atmospheric Structure Instrument (ASI), 2 mass spectrometers).
