An enquiry about making an edit

Hello,

I am hoping to add to the 'reactions' section. I have a letter from James Duddridge (then the Minister for Africa, the Overseas Territories, and the Caribbean) dated 2nd March 2016.

The letter explains that the government is 'concerned that the accompanying guidelines for protecing schools and universities from military use and armed conflict do not mirror the exact language of International Humanitarian Law'.

Is it ok to proceed and make this edit? And how would I approach referencing a letter?
