Neutrality

While seemingly true that the bill in some cases 'decriminalizes' street vending, the phrasing may be seen as biased. Particularly when compared to the actual phrasing of the bill, "This bill would prohibit a local authority, as defined, from regulating sidewalk vendors, except in accordance with the provisions of the bill." [1] which has a greater implication that local authorities still have the right to make certain preservations dependent on whether they've met the provisions of the bill.
