This reference ([1]) seems to support the fact that the metro stop is named after the novel, but I don't think it explicitly states that the novel is the namesake of Sangnok-gu. The relevant text is:
"당고개와 오이도를 오가며 수도권 시민의 발로서 그 소임을 맡고있는 4호선 상록수역은 그러한 최용신의 업적을 기리기 위해서 심훈의 동명소설의 이름을 딴 전철역이다."
