I found information on the name of the manufacturer here (Vehicles -> Remotely Controlled Vehicles -> Construction Support ROVs -> Scorpio) and here. Noisy | Talk 19:43, August 7, 2005 (UTC)

"police" officers?

Why the inverted commas in ' including “police” officers,'? If they are police officers, this inaccurately suggests that they're not; if they aren't police officers, they don't enlighten the reasder as to what they actually are? If they're not police officers, wouldn't it be more useful to say what they actually are (or are thought to be), rather than use scare quotes?
