please stop deleting the issues list- it is information which is difficult to generate due to the nonsequential nature of Marvel titles!

This article is missing the character's publication history! Costume

Two corrections:

1) The first time the Scourge's all-white costume is seen in-story is not in Captain America #351, when someone wearing that costume shoots the Watchdog that has supposedly assassinated John Walker (which is actually just a government ploy to provide Walker with a new identity), but in #350, when the Red Skull sends operatives dressed in the outfits of various organizations he is funding or has infiltrated one way or another to attack Walker.

2) The original Scourge is seen in a variation of that costume once, in his final appearance in Captain America #320, when he attempts (and fails) to shoot the tank of the hovercraft containing Diamondback and Cobra. However, here Scourge I is seen wearing a black trenchcoat, hat and gloves combined with a skull mask.
