Attempts to Secure Funding

Jon Stuart and a bunch of others attempted to get funding and apparently went through a long process to get congress to make the bill. I don't know the full details, but I feel like some controversy over it (or why Congress didn't do anything or used it as "political football") should be addressed.

I don't know the facts well enough to write it though. Here's what I was referring to w/ Jon Stuart:
