I believe that the two articles proposed for merging refer to the same location. I think it would be wise to merge the articles for this reason. If "Shahbaz Garhi" and "Shahbazgarhi" are two similar names for the same place, then I believe that both names should be included. It seems prudent to me, just my opinion.
