I believe that this article meets the guidelines for event notability as it is an enduring event, attended by 5,000 people per year, and had made an impact on the cultural life of Canberra. It is a version of New York's Shakespeare in the Park, which is notable. It is enduring as it has had two seasons, and funding has been secured for a third season. It should continue indefinitely. Several of the newspaper articles referenced note its impact on Canberra.
The sources are newspaper (but not tabloid) articles. They are not closely connected with the subject as the subject (Shakespeare by the Lakes) has no control or connection with news sites. The reviews cited are all positive, but that's because there were no negative reviews. I hope that this alleviates editors concerns.
