How much and what percent changed as of 2020

According to this article, new regulations have been implemented in UK, USA and India (~2020). I suspect shells have always been used mostly for escaping some form of economic responsibility (taxes, debts that should legitimately be collected, etc). Has anything changed? How many (e.g., what percent) of shells were used for legitimate purposes before/after?
