Having now looked at the photos of the building on the external Russian links, this is neither modernist nor constructivist. I see at best features of what is defined in Western Europe as Art Nouveau and translates as "Modern" for the period in Russia. From what I discern in the photos, this is essentially a neo-classical revivalist building with Art Nouveau elements on the red brick facade.
