I think the article stub should just remain titled Siim, as it can contain any article with Siim. Although I doubt there would be any more additions or meanings in English because it's not a common name/word in English – maybe an acronym or something. I will add Andres Siim to the page again and change the opening description to state that Siim can also be a surname/family name if you have no objections. @ExRat: well done! Wikidata entity doesn't cover the family name, but I think that family name articles should be only made if the family name is very popular one; otherwise we don't do standalone article for a family name--Estopedist1 (talk) 18:14, 2 September 2021 (UTC)Reply
