I mean, all the references in the article say it's going to happen. Do we have a source from around 2019 that says the project is on hold? I just restructured the article to hopefully better reflect it's current status of apparent-limbo, but if we don't have a source verifying that it's on hold/cancelled I'm inclined to change it back to future tense.
