Sorry to kick this one back to you so fast, but for this one to pass GA, it's going to need some significant work for criteria 1b, specifically WP:LEAD and WP:LAYOUT. The lead of a Wikipedia article should be a summary of the full article and shouldn't present any new information of its own; here the lead appears to be almost all new information. Also, an article shouldn't be divided into one-paragraph subsections--is there a way you can rewrite this material so it has a more logical flow. Since it appears the nominator hasn't made any edits to this article yet, I'm going to go ahead and close this review for now.
