25kW "adequate"?

What's the source on the claim 25 kW is adequate? With the degree of insolation in OK, more than 25 kW per day supplied to the grid is feasible, particularly during months where AC use is low. But maybe I'm overlooking some factor. That's a very bold claim with seemingly no factual basis supplied.
