What is the SW Metro?

- It seems to me the reasons for the project are adequately discussed in the Backrgound paragraph including talking about the need to connect valleys towns with the cities in the south. As for the impacts, this is covered in the "Implementation" paragraph:
a fleet of new trains and tram-trains, at least five new stations, an on-street extension of the Cardiff Bay branch, and restoration of services between Ebbw Vale and Newport
