I changed the link in External Links. I'm not sure if the Department of Mental Retardation is a former name or not, but the link now goes to the Department of Developmental Services.

A non-logged in editor added the following to the article, which another editor deleted. It's worth considering how this info could be sourced and/or otherwise used in improving this article. What was added: The Department of Mental Retardation has changed it's name, it's now the Department of Developmental Services. The term "Mental retardation" is now referred to as "intellectual disability". I expect the first sentence could be verified easily, and the second point is worth using, too. --Doncram (talk) 18:10, 29 December 2010 (UTC)Reply
