Artículo 8°.- El uso del Escudo será reconociéndolo como símbolo de identidad histórico-cultural del Estado de Chiapas. El Escudo podrá figurar en vehículos oficiales, medallas oficiales, sellos, papel oficial y similares, expedidos y utilizados por cualquiera de los poderes del Estado, así como en la indumentaria; pendones o distintivos de organizaciones deportivas y otras de índole semejante, apegándose estrictamente a lo establecido por el artículo 4°, de la presente Ley, por lo que queda prohibido utilizarlo para documentos particulares.

Podrá figurar también en la indumentaria, pendones o distintivos de organizaciones deportivas o similares del Estado de México.

The only real flags in this article are from Jalisco and Quintana Roo. Queretaro and Tamaulipas have no flag. States in México tend to present the shield on a banner, but not a single case the people or their Government recognize as a flag. You must be careful with the editions of Marrovi because he tends to distort information, currently he is blocked in Wikipedia in Spanish and now he edits more here.

More than 170 articles created by Marrovi have been deleted in Wikipedia in Spanish, mainly by be hoaxes or primary sources, see here. The same problems have been repeated in the German and Italian versions. We have almost five months reviewing his articles, I recommend to make a comprehensive review of his contributions. If anyone knows Spanish can see here how five versions of the same article created by Marrovi present different and false data. Regarding the inclusion of non-official-state flags, your argument regarding the article's title is not compelling. The entire article, including its lead paragraph and its referencing, is limited to those flags that have official status under their respective state laws. Non-official state flags can (and should) be discussed in the articles on those states; municipal flags can (and should) be discussed in the articles on those municipalities. Very, very complicated, no is municipal flag, is confuse because is state symbol, in other links have honors in Calpulalpan and Contla (this not Tlaxcala municipality), the governor make official protocols with Tlaxcala state flag. The coat of arms was the Tlaxcala municipaly coat in colonial period but now is a Tlaxcalas coat the symbol in all state; . Laws no vexilology, the vexilology study flags, banners and geo-political symbols, don't study laws.
